Yevgeny Balashov, a deputy of the Moscow City Duma put forward an initiative to pass the law, which would prohibit children under 16 years of age to go outside at night time without any adults, accompanying them. The children, who will stay outside alone, will become an object of attention for the law-enforcement officers.
This offer was pronounced at the session, devoted to the issues of homeless children, and the Moscow mayor Yury Luzhkov supported it. The law will most likely be passed very soon. The time for the children under 16 to stay outside without adults, will be limited at night – from 11 p.m. till 5 a.m. If the police officers catch the homeless kids in the streets at night, then the kids will be taken to shelters, where they will be fed, washed, and then they will go to bed. The Moscow government will probably open a center for the homeless children to stay there during the day.
By the way, speaking about the homeless children. This problem will now be worked on in Moscow in a centralized way, hopefully. It was decided to establish an inter-departmental headquarters, which would elaborate certain measures to root out the issue of homeless kids in Moscow, for there had not been much attention paid to the problem, to put it mildly. You can go to any of the Moscow railway stations and see it with your own eyes. It is very difficult to say, how many of the homeless kids there are currently in Moscow, there is even no statistics.
The mentioned bill has already been developed. They have to pass it now and then to make it come true in real life, for it does not always happen like that.
