Donetsk and Luhansk People's Republics offer their own peace plan

The administrations of the People's Republics of Luhansk and Donetsk put forward their own peace plan to settle the crisis in the southeast of Ukraine. The plan provides not only for a temporary cease-fire, but also for a no-fly zone for combat aircraft over the territory of the south-east of Ukraine.

International monitoring of ceasefire regime should be carried out under the auspices of the OSCE, representatives of the breakaway republics said. To do this, they offered to divide the security zone into five sectors. In each of the sectors, groups of observers, up to 40 people, would work and three or four stationary, as well as two or three mobile observation posts would be set up, Interfax reports. The posts should be equipped with observation, communication and video-recording systems.

The militia of the two republics are ready to cease fire if the plan of political settlement of the conflict is signed as a result of negotiations in Minsk, the heads of Donetsk and Luhansk people's republics, Alexander Zaharchenko and Igor Plotnitsky said.

Truce and no-fly zone should take effect from 15 pm MSK, on September 5. The peace plan from representatives of Novorossiya stipulates the opening of humanitarian corridors for the movement of refugees and the delivery of humanitarian supplies to the cities of Donetsk and Luhansk regions by road and rail transport.

The suggestions of the peace plan from Donetsk and Luhansk correlate with the plan to resolve the situation in the east of Ukraine, proposed by Russian President Vladimir Putin on September 3.

President of Ukraine Petro Poroshenko announced during the NATO summit in Wales that he was ready to declare cease fire in the south-east of the country. There is only one condition: a phased peace plan must be signed at a meeting of the contact group in Ukraine.
