At the coming summit in November George W. Bush and Vladimir Putin will apparently be able to come to an agreement which will make it possible to leave the 1972 ABM Treaty in force and at the same time to allow the USA to continue tests within the framework of its plans to create a national missile defence system (NMD). The Washington Post said this on Thursday, referring to officials in the Bush administration. There will be no declaration about the USA's withdrawing from the ABM Treaty, the newspaper cited a representative of the American administration as saying. According to him, Vladimir Putin and George W. Bush will also be able to reach agreement on lowering the number of nuclear warheads from each side to the level of 1,750 to 2,250 which will be less than the earlier discussed limits under the START-3 Treaty.
