Russia and China did not attend the informal meeting of the UN Security Council on the Democratic People's Republic of Korea (North Korea), representatives of the UN Security Council Commission on Human Rights in North Korea said.

The meeting discussed the commission's report on the situation with human rights in North Korea. The authors of the report offered to hand over the identified violations to the international court in The Hague and recommend the UN Security Council should take sanctions against perpetrators.

Nine of thirteen participants of the meeting supported the authors of the report. To deliver the information to the court in The Hague, one requires the support from five permanent members of the Security Council. However, Russia and China that ignored the informal meeting may veto the move.
