Head Of The Federation Council Comes Out For Creating A Constitutional Justice Vertical

Chairman of the Federation Council Yegor Stroyev comes out for creating in Russia a constitutional justice vertical. He expressed this opinion on Thursday, when speaking at a session devoted to the 10th anniversary of the Russian Constitutional Court. Stroyev believes it is necessary to create such a vertical in conditions when constitutional and statutory courts are being formed in members of the Federation. At the same time he pointed out that the constitutional justice should remain an independent branch of power and should not copy the vertical of courts of common jurisdiction. Stroyev also supports the return to the Constitutional Court of the right to initiate the consideration of questions on some categories of cases connected with the protection of the main rights and freedoms of citizens. He is of the opinion that this approach fully coincides with the concept of the judiciary reform now being conducted. Stroyev pointed to close cooperation between the Federal Assembly and the Constitutional Court. According to him, beginning from 1996, the Federation Council appointed more than 10 judges of the Constitutional Court. He stressed the importance of the Constitutional Court's activity which creates conditions for consolidating the democratic state in Russia, and added that the Court's decisions influence the destinies of thousands of people.
