We should stop selling fishing quotas at auction, Kamchatka regional governor Mikhail Mashkovtsev reported in an interview with RosBusinessConsulting. According to him, the process of distributing quotas should remain a paid service, but should be conducted at auction. This will make it possible for fishing regions to resolve most of their problems themselves, Mashkovtsev said. The governor considers a scheme for introducing quotas to fishermen in return for assistance with winter preparations turned out to be reasonable. The Kamchatka regional administration received around 90m rubles (about $3m) from fish producing companies this year. This money was spent on fuel supplies to municipal institutions.
