The US Constitution is very strict when it come to Debts against the United States, but the USA is currently "escaping" to pay back its accumulated Debt to the Russian Bank of Nobility, the Russian Imperial Treasury, the Russian Imperial Bank, Russian Imperial Admiralty or their legal Successor..
"All Debts contracted and Engagements entered before the Adoption of this Constitution shall be as valid against the United States under this Constitution as under the Confederation. Article VI. The Constitution of the United States"
However, the United States is currently "escaping" to pay back its accumulated Debt to the Russian Bank of Nobility, the Russian Imperial Treasury, the Russian Imperial Bank, Russian Imperial Admiralty or their legal Successor. There are the following Debts valid against the United States:
1. Number of loans from 1767 to 1776 which are worth not less then 1,000,000 gold bullion in value of that time given to Benjamin Franklin by the Russian Bank of Nobility in order to prepare a revolt of Americans Colonies against the British Crown.
2. Number of loans from 1776 to 1783 which are worth not less then 1,000,000 gold bullion in value of that time given to Benjamin Franklin by the Russian Bank of Nobility for purchasing arms and powder for the Confederate Army.
3. The Russian Imperial Treasury loan of 1791 in the amount of 1,000,000 gold bullion in value of that time, and 1,000,000 silver bullion in value of that time given to the US Treasury for establishing a Central Bank in the United States and to "coin Money".
4. The Russian Imperial Treasury loan of 1793 in the amount of 1,000,000 gold bullion in value of that time given to the United States to build the US Navy worships.
5. Number of Russian Imperial Treasury loans from 1861 to 1865 for the United States accepted by President Abraham Lincoln. It is an unspecified amount but it is worth not less then 100,000,000 in gold rubles in value of that time in order to finance the US Federal Government in conducting and wining the American Civil War.
6. The United States payment to the Russian Imperial Admiralty for the Russian Imperial Navy being called by President Abraham Lincoln in 1863 in order to help to "preserve, protect, and defend the Union". The mission under the "Sealed Order" had been accomplished. It is an unspecified amount, but it could be adjusted to the current cost of a similar military action.
7. The United States payment to the Russian Imperial Treasury for purchasing Alaska in 1867 that was due by 1917 and was never paid by the United States before March 15, 1917.
8. Number of loans made by the Russian Imperial Bank in the United States from 1881 to 1894 and from 1905 to 1914. These are unspecified amounts being used to finance different United States Projects, including 300,000,000 in gold rubles to build the Panama Canal, and loans to promote industrialization of the Russian Economy which had never been accomplished by the United States before March,15 1917.
9. The cash payment made by the Russian Imperial Bank in 1916 in the amount of 100,000,000 in gold rubles for purchasing arms and ammunition for the Russian Imperial Army during the World War I. The contracts signed by the US Government and the Russian Ministry of War had never been honored by the United States before March 15, 1917.
All the above Debts represent the long History of financial relationship between Russian Empire and the United States. And it is a matter of "sacred Honor" to pay these Historic Debts back in order to secure the future of the peoples of Russia and the United States.
