The mudslide occurred in the Chela Bandi area of the city of Muzaffarabad, which was flattened by a magnitude-7.6 quake on Oct. 8 that killed more than 80,000 people and left around 3 million homeless.
Seven children, two women and three men died in Monday's mudslide, police official Mohammed Haris said.
Dozens of women wailed near the victims' bodies. Mud-splattered clothes, shoes and remnants of makeshift tents where quake survivors had been living were scattered over the ground, according to the AP.
Residents criticized Pakistani authorities for not moving them from the area, which is dominated by a towering mountain that has wide cracks in its side caused by the quake.
Tons of soil and rock have showered down on Chela Bandi from the cracks, the residents said.
A government official said authorities had moved about 5,000 people from mudslide-prone areas and had been looking for another site to relocate the Chela Bandi refugees, according to the AP.
Heavy monsoon rains have lashed several areas of Pakistan, including the capital, Islamabad, in the past two days.
