The Thai leader met Putin two weeks ago in Kazakhstan, where he went to attend the Conference on Interaction and Confidence-Building Measures in Asia.
Thaksin said Russia has an abundant supply of oil and gas, and cooperation between the two countries should enable Thailand to take a major role in regional energy activities.
Thailand has large, producing offshore natural gas deposits, but produces virtually no oil and is a net energy importer, the AP reports.
Upon his return to Thailand, Thaksin asked the Russian ambassador in Bangkok to discuss further cooperation with the Thai Ministry of Energy and state-owned PTT PCL, the country's leading oil and gas conglomerate.
