Mattei urged North Korea to respect a self-imposed 1999 moratorium on long-range missile tests and called on the country to rejoin six-nation nuclear disarmament talks, stalled since November.
North Korea referred to its missile program for the first time Monday, but has not said it intends to perform a test. U.S. intelligence, however, indicates that the country has completed fueling for a test launch of a long-range weapon that could reach the United States, according to the AP.
