Stoere called on the Adriatic republic's authorities to "ensure a clear and stable progress" for the country.
The ministry also said Norway, which has long aided the Balkan country, would provide US$5 million for assistance programs in Montenegro for projects in electricity, tourism, government-building, crime prevention and women's and children's rights, the AP reports.
Sweden and Denmark said Thursday they had recognized Montenegro, which declared independence from a union with Serbia on June 3, after its voters supported the separation by a slim margin in a May referendum. Scores of other countries have recognized the new country this week.
