Following the recent acts of terrorism in the United States, the Council of Europe has changed its attitude towards terrorists in Chechnya, said Hans Christian Krueger, deputy Secretary General of the Council of Europe at a Moscow press conference after the 24th conference of European Justice Ministers concluded its work in Moscow. Krueger stressed that "struggle against terrorism should be conducted at all fronts, wherever there are terrorists." At the same time he stressed the Council of Europe's position that "it is necessary not to expose innocent people who have nothing to do with terrorism to sufferings." Hans Christian Krueger reported that the Council of Europe will continue to cooperate with Vladimir Kalamanov, the Russian President's human rights representative in Chechnya to see to it that human rights are observed in Chechnya.
