The presidential envoy to the Southern Federal District, Viktor Kazantsev, and Aslan Maskhadov's representative Akhmed Zakayev will discuss a very limited range of issues at their negotiations, Deputy Secretary of Russia's Security Council Valentin Sobolev has said. He emphasised that "there can be no discussion of whether or not Chechnya belongs to the Russian Federation." The negotiators "may discuss terms for the termination of combat actions by rebels and surrender by those who are ready to lay down their arms and recognise the Russian Federation's laws," Sobolev said.
