In the course of the Moscow negotiations between Dr. Abdullah Abdullah, foreign minister of Afghanistan, and Russian leadership the parties declared their firm resoluteness "to continue together with the international community to wage under the UN auspices an uncompromising struggle to completely eradicate hotbeds of terrorism and narcotics threat on the Afghan land." The statement issued by the Russian Foreign Ministry in the wake of the visit to Russia of the head of the Afghan Foreign Ministry stated that during the negotiations the parties "stressed the importance of preservation of the international partnership spirit in efforts to build Afghanistan's infrastructure in the interests of expeditious establishment of a sovereign Afghan state, restoration of its national economy and social and cultural sphere." During the negotiations the Russian side expressed its interest in restoration and deepening of traditional relations between the two countries in the trade, economic, scientific, technical and other areas, including cooperation in construction of the new armed forces and law enforcement structures of Afghanistan.
The document stated that in his turn Dr. Abdullah expressed gratitude to Russia for the assistance provided to Afghans in their struggle against the Taliban regime and the "terrorist international" as well as for subsequent political and humanitarian support of Kabul.
