Putin: Trump’s Plan Could Shape Final Peace Agreement

Russia has confirmed receiving a new, revised peace plan from President Donald Trump, with Vladimir Putin stating the proposal could serve as the foundation for a final settlement of the conflict in Ukraine.

The new peace plan proposed by President Donald Trump may become the basis for a full and lasting settlement of the conflict in Ukraine. President Vladimir Putin made this statement during a meeting with the permanent members of Russia’s Security Council, marking his first public reaction to the American initiative.

"I believe that his plan — Trump’s plan — may indeed be used as the foundation for a final peaceful settlement," Vladimir Putin said.

According to Putin, Moscow has already received the text of the American proposal through existing communication channels with the White House. He noted that the proposal represents a new, modified version of the plan previously discussed by both sides during the Alaska summit.

Alaska talks included requests for Russian compromises

The president recalled that the United States had asked Russia to make compromises during the summit held in Anchorage, and Moscow agreed. However, a pause in U.S.–Russia contacts followed after Ukraine rejected the peace framework proposed by Trump.

"After the talks in Alaska, the American side paused, and we know this pause was tied to Ukraine’s effective rejection of the peace plan proposed by President Trump," Putin stated.

Putin emphasized that the new version of the peace agreement emerged precisely because Kyiv refused to accept the initial draft.

The meeting between Putin and Trump took place on August 15 at the Elmendorf–Richardson military base in Alaska. The American president later described the negotiations as "10 out of 10."

Putin calls Ukrainian government 'criminal group'

On November 20, during a meeting with military command groups, President Vladimir Putin harshly criticized Ukraine's political leadership. The head of state described it as a "criminal group" that had usurped power for personal gain.

Putin emphasized that since March 2024, a "group of individuals" has illegally held power under the pretext of continuing the confrontation with Russia. He stated that this had become clear from the results of an anti-corruption investigation in Ukraine itself.

The president stated that the Ukrainian authorities do not issue orders regarding the surrender of their service members. Moreover, many Ukrainian soldiers are willing to lay down their arms, but are unable to do so under threat of execution by their own comrades-in-arms.

Vladimir Putin also declared the need to achieve all the objectives of the special operation. He expressed confidence that the Russian Armed Forces will fulfill their assigned tasks.

Russia ready for peaceful negotiations

Putin stressed that Russia is open to peace talks and willing to address the conflict through diplomatic means. However, he also remarked that the current progress of the special military operation is moving Russia toward achieving its goals militarily.

"We are ready for peace negotiations and for resolving these issues through peaceful means, but this requires a detailed and substantive discussion of every aspect of the proposed plan. We are prepared for that," the Russian President said.

He added that Russia accepts the proposals made by President Donald Trump despite certain complex issues on Moscow’s side.

"We have confirmed that, despite some difficult questions and complications on our end, we still agree with these proposals," he added.

Kremlin says Kyiv and Europe misunderstand battlefield situation

Putin also argued that neither Ukraine nor its European allies fully understand the consequences of misreading the situation on the front lines.

"It seems Ukraine and its European partners still live in illusions and continue dreaming of delivering a strategic defeat to Russia on the battlefield," he noted.

The events that unfolded in Kupiansk, recently captured by Russian forces, will inevitably repeat themselves elsewhere:

"What happened in Kupiansk will inevitably happen again on other key stretches of the front. Perhaps not as quickly as we would like, but it will happen, and overall, we are satisfied with this dynamic."

Putin said that by November 4, Kupiansk was already almost entirely under Russian control and that the city’s fate had been effectively sealed.

On November 20, Chief of the Russian General Staff Valery Gerasimov reported to the president that Kupiansk had come fully under Russian control. He noted that units of the Western Military Grouping participated in the battle for the city.
