A regular round of negotiations between Russia and the European Union on the Kaliningrad (Russian enclave in the Baltic) problem will be held in Brussels on Monday. RIA Novosti was informed at the permanent mission of the Russian Federation in the European Union that to take part in them Russian deputy foreign minister Sergei Razov and a group of experts are to arrive in Brussels. They will meet with representatives of the foreign ministry of Denmark which chairs in the European Union, high-placed officials and experts from the European commission's sections responsible for foreign relations, NATO expansion, law-enforcement and immigration issues.
The problem of transit between the Kaliningrad region and the rest of Russia through the territories of Lithuania and Poland after they will join the European Union has become most acute in relations between Russia and the European Union. Participants in the talks will discuss the report of the European commission of September 18 which includes the EU proposals. Brussels offers to introduce the regime of special passes for the transit through the territory of Lithuania but says it may be possible to organise in the future visa free transit in the high-speed not-stop trains. The Russian side will concentrate attention on the visa-free transit. But a number of technical problems are to be solved for the movement of high-speed trains via Lithuania.
