Just 10% of 1,500 young Russian citizens polled by the Mid-Russian Consulting Centre believe Russia has no culture of citizenship. This is according to Igor Svintsov, the Executive Director of the centre. He said that 10% of all polled believe there is no way civil society could be created in Russia any time soon. However, 40% said this process was already underway.
The opinions as to how exactly civil society should be built also differed. One third of all polled said this was up to the citizenry. Another 30% said the President must do it, 30% more had no answer.
