The civil forum, slated to be held in the Kremlin on November 21-22, must become a form of a continuous dialogue between power and society, a member of the organising committee of the forum, political scientist Sergei Markov, said. According to him, the organisers of the forum want "to hold not an enthusiastic but purely working event at which dozens of major problems will be discussed". Russian President of Russia, speaker of the State Duma (the lower chamber of the Russian Federation's parliament) Gennady Seleznev and the heads of different Ministries and departments have been invited to the forum. On the basis of the forum's results it is intended to form permanent working groups from-among representatives of the authorities and the public. Another member of the organising committee, president of the Fund of Effective Policy Gleb Pavlovsky, sees the main purpose of the forum "not in holding a meeting in the Kremlin but in beginning a process of intensification of civil unions and organisations". Power alone cannot resolve big problems, it must rely on civil society", he emphasized.
