It is necessary to create a three-level structure of the government, Mikhail Fradkov, the candidate for the prime minister, said at a plenary meeting of the Russian State Duma today. In his opinion, ministries should create regulations and develop policies, while control and supervisory functions should be performed by federal services. Fradkov pointed out that federal agencies would render government services, including acting as government buyers under certain programs. Due to this, the PM candidate said that the Cabinet would have to deal with a narrow range of strategic problems. Fradkov believes that in this event government decisions will not be "faceless" and irresponsible. In the candidate's opinion, the head of the Cabinet should be the major responsible person in charge of the implementation of administrative reforms.
