Russian presidential envoy in the Far East for simplifying customs procedures

To simplify the customs procedures when registering sea products should be a priority trend in the work of the bodies of authority in the coastal regions of the Russian Far East, said presidential envoy in the Far Eastern federal district Konstantin Pulikovsky in Vladivostok on Tuesday.

Pulikovsky discussed the improvement of state control over the marine bio-resources production with chairman of the Russian State Customs Committee Mikhail Vanin and Primorye Governor Sergei Darkin.

Pulikovsky's press secretary Yevgeny Anoshin told RIA Novosti that the session spotlighted the process of realising " The Rules of Customs Registration and Customs Control of Sea Products" which came into force in February 2003.

These Rules allow fishing companies, which have received permission to work according to a simplified procedure, to register sea products meant for export without calling at the port and showing the cargo to customs bodies, and to freely (notifying the control bodies) cross the border when fishing.

This permission can be given only to honest participants in the foreign economic activity who don't have debts in customs payments, were not called to account for the violation of the customs procedures and the state border or for causing damage to the environment.

Pulikovsky believes that to protect Russian water and biological resources it is necessary, when electronic declarations are presented, to intensify coordination and collaboration of customs and border bodies, sea areas inspectorates, and other controlling structures, and to determine the procedure of exchanging information between the departments on the activity of the Russian and foreign fishing vessels.
