The Council of Europe and the European Commission are planning to give the Kaliningrad Region EUR 1 million to develop local government, education, social policy and protect human rights. As a Rosbalt correspondent reports, this was announced in Kaliningrad today at a meeting between representatives of the local government and the Council of Europe.
The European guests suggested that projects for the welfare of children should be made a priority in the region. They even named three different objectives: to improve the welfare of those in Children's Homes, to provide counselling for homeless children and to work with juvenile offenders.
These projects are part of a special two-year programme to provide assistance to the Kaliningrad Region which is expected to begin in January 2004.
