Russian civil aviation: entrepreneurs face premier with blueprints

Russia's Chamber of Commerce and Industry addressed the federal Cabinet with a programme to upgrade civil aviation, Sergei Katyrin, Chamber vice-president, said to a Moscow news briefing on, "Aircraft Industry: Developmental Prospects." Forwarded to Prime Minister Mikhail Kasyanov, the programme has four sections. The initial one concerns tentative purchasing contracts for aircraft of Russian design and manufacture, and specifies the makes most popular with Russian and overseas air companies. Problems of aircraft industry demand an all-round approach to settle, the next section points out. Duties and responsibilities of manufacturers, airlines, corporate lessees, and the government demand precise delineation, it says. Section Three concerns governmental efforts to launch the programme. The concluding part demands legal acts and bylaws to streamline relations between manufacturers, airlines, corporate lessees, and the government.

"The whole matter concerns governmental support as every aircraft is made and sold," says Mr. Katyrin.
