Russian deputy minister on reform of state control system in Russia

The Russian Ministry for Economic Development and Trade comes out for stronger control over the state's expenses on the implementation of various target programmes. Every year the government must receive an account on a programme's efficiency and take a decision on expediency of its further financing, deputy economic development and trade minister Mikhail Dmitriyev stated on Tuesday. "If the programme is considered inefficient, it will be inexpedient to continue financing it," Dmitriyev stressed. According to him, the USA recently started to use this principle and it has already brought positive results.

The deputy minister also pointed to other main principles of the reform of the state control system in Russia now being developed. According to him, first of all it is presumption of inexpediency of the economy's state control. In compliance with this principle, any involvement of the state in the performance of an economic entity is considered inexpedient, if not proved otherwise.

Dmitriyev also spoke for further privatisation in Russia and stressed that the state's broad involvement in the economy as an owner was not efficient. "The state does not cope with all functions and must concentrate on those sectors where its involvement is really essential and justified," the deputy minister stated.
