On 27 July, 2001 Russian President Vladimir Putin approved the Naval Doctrine of the Russian Federation for the period of up to 2020.
The Naval doctrine of the Russian Federation for the period of up to 2020 is the principle document to determine the state policy of the Russian Federation in the area of naval activity, development and use of resources and space of the World ocean - the national naval policy of the Russian Federation.
The legal basis of the Naval doctrine is made up of the Constitution of the Russian Federation, federal laws and other regulatory and legal acts of Russia, UN Convention on the sea law of 1982, international agreements in the area of naval activity, use of resources and space of the World ocean.
The naval doctrine applies in relation to naval activity provisions of the National security concept, Foreign policy concept, Military doctrine, Navigation policy concept, basic provisions on the policy of the Russian Federation in the area of Naval activity for the period of up to 2010 and other Russian regulatory and legal acts.
Judging by its structure and contents, the Russian Naval doctrine represents a full-scale program of joint actions of subjects of naval activity oriented towards achievement of the single objective: to comprehensively solve problems of development and efficient use of the World ocean in the interests of economic development and security of the Russian state.
The state and society are the subjects of the national naval policy. The state is waging the national naval policy through bodies of state power and state power bodies of subjects of the Russian Federation. Society participates in the formation and implementation of the national naval doctrine through representative bodies of the Russian Federation, local governments and public unions.
The implemented Naval doctrine should facilitate subsequent strengthening of the Russian position as the leading naval power and create favourable conditions to achieve objectives and solution of the tasks of the national naval policy.
