On Thursday an accident happened at the Azot chemical plant in the town of Novomoskovsk, Tula region (adjacent to Moscow). Ten cubic meters of chlorine have got in to the air; 71 persons have been affected, ten of which hospitalised for "light poisoning by chlorine vapours".
In preliminary information, the accident was caused by stepped-down voltage in the power network owing to repair work at the transformer substation in the plant's premises.
