Spring crisis of nuts seems to be too late this year: it is summer outside, while they are still active. In the very centre of Moscow, 53-year-old dweller of Polsky settlement, Krasnoyarsk Region, Andrei Kotov has been detained who tried to force his way to the cortege of UN Secretary General, Kofi Annan. According to Internal Affairs Main Office of the capital, yesterday, at 12:30, in Novy Arbat Street, while the UN Secretaty General cortege was moving along it, Kotov tried to get to the carriageway and to hand over some papers to Mr Annan, though he was detained by the police and taken to Arbatsky police station. As a result of the investigation, it turned out that Kotov was on the books of neurological clinic since 1994, while in 2002, he underwent a course of treatment in a mental hospital of Krasnoyarsk Region. Kotov was taken to a Moscow mental hospital.
