Election practices yield ever new interesting precedents in the new history of Russia. While the majority of regions are swept by the fever of governor elections, the Legislative Assembly can not in any way begin its work in the Irkkutsk region. The deputies voted 5 times during the last month. But they failed to choose between the IAPO general director Vladimir Koval'kov — a creature of the regional governor Boris Govorin — and the "Irkutskenergo" general director Victor Borovski nominated by a group of deputies. There was an equal split of votes: 19 — 19.

In the meantime, Victor Borovski, while in transit in Moscow to participate in the "Unity" congress, was seen pacing briskly along the corridors of the presidential administration towards Alexander Voloshin's study.

It is difficult to say whether this visit of the opposition leader can be associated with the "black" list of governors published recently by the "New Newspaper".
