Mikhail Kasyanov called Ulyanovsk region one of most unfortunate

Russian Prime minister Mikhail Kasyanov: "The Ulyanovs region is one of the five least fortunate regions. Such situation depends on the lack of budget balance of both the region and the municipal formations. The country as a whole and most of the regions are now experiencing the ecinomica; and industrial growth, and here, in the Ulyanovsk region, all these indices are in negative."

Mikhail Kasyanov said it while opening the communal economy target session in Ulyanovsk.

The head of the cabinet thinks, that during the year, the new regional administration that had replaced the team of Governor Yuriy Goryachev, has been rather successful, however, it is going to have hard times without the official support of the federal center. He said, that "the root of the problems is in the financial sphere, and therefore it is necessary to analyze its opportunities and determine what particular type of help the federal center is to provide the region with."

The Prime minister stressed, that nowadays, the lowest income level has been registered at the same time with the highest communal sphere spendings rate.

The main problem is still the power supply complex, for its debts are more than 3 bln roubles. The enterprises are not able to pay for their power supply, and the power station has not been repaired for many years and may well stop to produce energy.
