The speaker of the Federation Council (Russian parliament's upper house) will be re-elected in December, according to Valery Goreglyad, head of the Federation parliamentary group. Yegor Stroyev, the incumbent speaker was re-elected as governor of the Orel region in late October. According to the law regulating the Federation Council's formation, governors and heads of regional legislatures have no right to be members of the Federation Council. They must give up their seats by January 1, 2002.
