The Federal Energy Commission is planning to satisfy Transneft's proposal on freezing rates for oil transportation in 2003, the head of the oil transportation department of the commission told RBC. According to him, the last time when rates were increased, the Energy Commission took into account such factors as the growth in cargo volume, expenses and energy resources. On December 20, corresponding documents will be prepared and in the near future the Federal Energy Commission will adopt a decision on freezing tariffs for oil transportation, he specified. He noted that the Commission considered the current tariffs as optimal.
