Re-training of top and mid-level managerial personnel from European countries will be organized in Saratov (Volga region) on the basis of the Povolzhye academy of state service named after Pyotr Stolypin and the Saratov medical university.
According to the report of the RIA Novosti correspondent, on Saturday an appropriate project was approved by Dmitry Ayatskov, governor of the Saratov region, in the course of his meeting with professor Alberto Barzano, the project coordinator and President of the Regional institute of state administration of the Italian province of Lombardy.
According to Barzano, Italian top leadership is interested in this project. The project will become a "touchstone" on the way to establish more large-scale cooperation in the area of trade, economy, investment policy. According to Barzano, the Council of Europe will finance the project.
In his turn Dmitry Ayatskov stated that Russia "got interesting examples of joint business operations. Nevertheless cooperation should go in every area, be it social policy, science, culture, education, health care." He also stressed that the success should be guaranteed by human, friendly relations between partners.
Also on Saturday a Summer Academy of the international forum of state administration and management completed its work in Saratov. In the course of three days representatives of Russian higher educational institutions and 6 European countries were considering the "Policy and practice of delineation of authorities between central power bodies and local self-governments: problems, experience, prospects." The international forum of state administration and management started its activity in 1992. The objective of the forum is to coordinate and organize scientific cooperation between professors and teachers of institutes on matters of administration, administrative management, local legislation.
Every year members of the International forum held several meetings during which they consider different problems of state administration and training of civil servants.
According to Ayatskov, "10 years ago it would have been impossible to hold such a meeting." He added that "presently it was absolutely necessary to study practice of European self-government, but one should not also forget that experience collected by the Tzarist Russia was not fully in demand and that drawback should be corrected."
