Before flying to Moscow on Monday, Secretary General of the Organisation of Petroleum Exporting Countries (OPEC) Alvaro Silva Calderon expressed the hope for a success in his negotiations with Russian Energy Minister Igor Yusufov. Alvaro Silva Calderon makes his first visit to Russia in the capacity of the OPEC Secretary General.
He believes that his negotiations with the Russian Minister "will be far from exchanging formal compliments and assurances of the necessity of cooperation." The OPEC and Russia have certain different views on the problem of optimum prices of crude oil on the world markets and on the quotas to crude oil exports. According to Alvaro Silva Calderon, he "will try to bring them to the minimum." In the Vienna headquarters of the OPEC, the RIA Novosti correspondent was told that great hopes are laid on the negotiations in Moscow which are connected with the oil policy and strategy of the cartel in the run up to the 121st OPEC conference which will take place in Osaka on September 18-19.
