The negotiations between the UNMOVIC team and the Iraqi delegation began on Tuesday in Vienna, in a climate of optimism. However, behind the scenes, the US administration has tried to stall the talks until a new, more aggressive, Resolution has been passed by the Security Council.
The UN team rejected the request made by Colin Powell, who had asked the spokesperson from the UN team in Vienna, Melissa Fleming, to delay the talks until a new Resolution could be issued by the Security Council. Melissa Fleming told journalists that “We are a technical team of the Security Council and we put into practice the Council’s instructions”.
The head of the inspection team, Hans Blix, declared that the Iraqi delegation “is cooperating” fully to facilitate the task of the inspectors and that the envoys from Baghdad “are doing everything to satisfy the demands of the UNO”.
