On the eve of the visit of President Vladimir Putin to Portugal, the Foreign Ministers of the EU have approved a draft proposal for the rules governing circulation of citizens between Kaliningrad, the Russian enclave surrounded by future EU countries Lithuania and Poland, and the rest of the Russian Federation.
The plan provides for Russian citizens to pass through Lithuania, which should be as flexible as possible in allowing transit from one part of Russia to the other, while at the same time, Vilnius will have the authority to exert whatever control it deems necessary on the Russian citizens who pass through its territory.
