The presence of numerous Chechen terrorist groups in Georgia suggests that the country connives at international terrorism. Thus, a split has began to show in the Ruslan Gelayev-led bandit unit of Chechen separatists. A spokesman for the regional operational staff of the counter-terrorist operation in the North Caucasus reported that bandits accuse Gelayev, who, according to the military, "does not want to continue military operations", of "protracted inaction." In this connection, part of the militants from the Gelayev bandit formation plan to leave the Akhmet region of Georgia early in May and enter the territory of Chechnya to continue military actions against the federal forces as members of units led by other "field commanders" of the separatists.
