The human rights situation in Chechnya is not on the agenda of the PACE /Parliamentary Assembly of the Council of Europe/ spring session, which opened in Strasbourg's Palace of Europe Monday, said PACE Chairman Lord Russel Johnston. According to the European MPs, an open dialogue with Russia would prompt restoration of legal justice around human rights in the North Caucasus. The fruitful efforts by the joint commission of the PACE and Russia's State Duma /lower house of parliament/ testifies to the obvious progress in this direction, said Lord Russel Johnston. Speaking at the session will be Chechnya's rapporteur of the PACE political affairs committee Lord Judd and Dmitri Rogozin, chairman of the Duma committee on international affairs and head of the Russian delegation to the PACE. They will present a jointly drafted list of those killed and injured in Chechnya and put forward initiatives regarding punishment of the guilty.
