A drunken man with a strong explosive device in a bag was found in the north of Moscow Friday, RIA Novosti reports.
A spokesperson for the Moscow Internal Affairs department told information about a drunken man found in Khibinsky Street of Moscow had been received about 9:00 p.m. Friday. The police left for the accident site to save the man from frostbite. Sem40.ru reports that two bottles of vodka and two TNT cartridges of 200 gram each with a detonator were discovered in the man's bag. The police spokesperson adds, the explosive device was not active as detonation required more manipulations which were beyond the drunken man's powers.
The police spokesperson told Regions.ru that soon after the discovery the explosive device was neutralized and cordon was removed from the accident site. An investigating group immediately came to the accident site. Institution of criminal proceedings is being considered now.
