Russian Armed Forces launch brain center

On December 1, 2014, the Russian Armed Forces will launch the work of the National Defense Control Centre (NDCC). The new center is said to become the think tank of the whole Russian army, without duplicating the functions of the General Staff.

The decision to create the Centre was made by the president of Russia to improve the system of centralized control of the military organization of the country and its economy in dealing with issues of armed defense of the state.

The center will be based in the building of the Defense Ministry on Frunze Embankment in Moscow. The head of the Defense Ministry, the General Staff and several departments of the ministry will move to new offices as well.

Chief of Staff of the Russian Armed Forces, Army General Valery Gerasimov, said that the National Center for Defense Control will effectively deter aggression against the state. The center will also minimizes time for making decisions for showing adequate response to hostile acts against the sovereignty of the Russian Federation.

"The National Defense Control Center will serve an additional factor to deter aggression against Russia," Gerasimov told reporters. 

The Centre will not duplicate the functions of the General Staff, as the latter curates issues of current, long-term planning, whereas the NDCC will be in charge of  preparing proposals for certain events specifically. 

The center has shown its effectiveness in carrying out this year's largest military  exercises "Vostok-2014". The NDCC was monitoring all events within the scope of the drills all around the clock.

"Now we can say that we have created the structure to operatively prepare profound, fully developed proposals for administration to make decisions at all levels - from tactical to strategic ones," Russian Defense Minister Gen. Sergei Shoigu said.

The technical equipment of the centre allows to obtain necessary data from the entire territory of the Russian Federation in real-time, analyze the development of situations and develop proposals for operational and strategic decision-making by the government in peacetime and wartime. 

"This is a deeply integrated management system for the Armed Forces. This is the brain and this hands of the Armed Forces," said Shoigu.

The center consists of three parts: the system to manage strategic nuclear forces, the command and control center and the center of the daily management of the troops. 

In the context of the need for total import replacement in the Russian defense industry in light of sanctions against Russia, the exclusive use of domestic technologies should be of particular importance.

"I'd like to emphasize here that all equipment and software at the new center is 100% domestic. You will not find one single item there that would be made abroad. This is an extremely important element of security," the head of the General Staff of the Russian Armed Forces, Andrei Kartapolov said, RIA Novosti reports. 

In addition to the defense activities, the NDCC will supervise the activities at factories of the military-industrial complex, warehouses and facilities of military construction. More than 700 cameras were installed at over 500 objects for the purpose.
