Russian Breivik, guns and one-way love

Russia's Interior Ministry intends to seriously toughen the rules of the circulation of weapons in Russia. The move is based on the shooting of six people that took place on November 7th in Moscow.

Spokesman for the department of licenses and permits of the Interior Ministry, Leonid Vedenov, said that draft amendments to the Law "About Weapons" would be sent to law enforcement officials in the near future. The work on the amendments had been conducted for several months, while the changes that the amendments are meant to make had been widely discussed in Russia for years.

On November 7th, 29-year-old Dmitry Vinogradov, a lawyer, shot his colleagues in an office of Rigla network of pharmacies in Moscow's North. The man had two rifles when he entered the office. The murderer has killed six people in the shooting spree. When interrogated, Vinogradov admitted that the cause of the massacre was his unrequited love to a woman from the finance team of the company. The killer also said that his colleagues would constantly ridicule him. It was also reported that the killer could commit the crime after he stopped taking antidepressants.

As it became known, Vinogradov received a certificate for admission to the carrying of weapons in a private clinic. The man rose suspicion with inspectors from the license department, and they requested additional documents from narcological and psycho-neurological clinics. Investigators will have to find out how the killer managed to obtain those documents.

The Interior Ministry intends to change this practice to destroy the underground business that profits from selling medical documents.

Once the amendments are approved, it will not be allowed to carry weapons in a state of intoxication. "We propose a ban on the carrying of weapons, especially traumatic weapons, in a state of alcoholic intoxication, - said Leonid Vedenov. - Going for a drink - leave the gun at home."

Violation of this rule will entail civil and criminal penalties. In particular, intoxication will be considered as an aggravating circumstance.  The new rules will ban the carrying of any weapon in public places, such as parks, restaurants, stadiums, shopping centers, cinemas, offices and markets, Vzglyad said.

In addition, the age limit for gun owners will be raised to 21 years. "According to statistics, traumatic pistols are mainly used by young people, and it most often occurs during fights. Moreover, it is logical that the age at which one can own a gun, would coincide with the age at which a person can legally buy alcohol," Leonid Vedenov said.

Responsibility for all crimes connected with violations of the rules of purchase and circulation of weapons will be toughened as well. According to Leonid Vedenov, criminal and administrative responsibility will be tightened twice or more.

Dmitry Vinogradov, the above-mentioned shooter, worked as a lawyer. "In addition to seized weapons, there were 230 rounds of ammunition withdrawn from Vinogradov," said a police officer. According to him, before he was arrested, the attacker made ten shots.

Prior to the massacre, the man posted a manifesto of hatred of people on his personal page, says RBC. In the statement, the employee of the drug company called humanity "a cancerous tumor on the living organism." Vinogradov claimed that people only think of their own pleasure and breed uncontrollably, despite the nearly exhausted resources of the planet.

Experts say that the man committed the terrible crime because of the unanswered love that insulted the man's pride and developed the feeling of hatred towards mankind, leading to the desire to take revenge on the world.

"I hate the human society, and I hate to be a part of it. I hate the futility of human life, I hate this very life. I see only one way to justify it: to destroy as many particles of human compost as possible. This is the only right of all the things that each of us can do in this life. This is the only way to justify it, the only way to make the world a better place," wrote the killer.
