Ukraine is experiencing another scandal: a powerful, professionally made explosive assembly was found on a fire escape at an office in Kharkov on Friday. The explosive had been set so that it would be discovered before it detonated. And events developed as the terrorists had designed. The explosive assembly and a charge weighing about 2 kg were neutralized by officers of special services. However, editorial offices already received e-mails on Sunday. Here is an e-mail quoted with abridgement:
“Hello,
We would like to inform you and your colleagues (about 20 largest media in Ukraine, Russia, and the European Union) that we, a group of former Soviet KGB counter-intelligence officers, realizing the responsibility for the future of our Motherland, are launching a series of diversion and information actions designed to liquidate the most active embezzlers of people’s property. Our actions are directed against those who act as economic spies in favor of foreign states and corrupt officers of Ukrainian power structures and special services.
We have organized specially trained, mobile brigades to carry out several sanitary mopping-up operations in the power structures and business spheres of the CIS largest cities. We plan to do this, because Ukrainian special services are evidently helpless to prevent the penetration of criminal agents and groups into important sectors of our country’s life.
We have chosen Kharkov as a test polygon, as we believe the city to be Ukraine’s key geopolitical center, whose prosperity will influence future of the whole Ukrainian nation.
We have compiled a list of 150 Kharkov residents, who, as we think, cause the greatest damage to the country. Negotiations have already been initiated with some of them; the majority of people agreed to cooperate with us with the objective to keeping their capital and protecting the lives of their families. We liquidated four members of their families when they left for vacations abroad. The actions were recorded on a video tape, and the demonstration films will be soon sent to mass media and other influential addressees.
Before waging bloody terror against people spying in favor of foreign states and organizing subversive activities, we want to clear the Kharkov power structures of large-scale corrupt officials with the help of printed and audio-video compromising materials. We have already sent warning notes and demands to dismiss corrupt officials from the fifteen largest power structures, law enforcement authorities ,and special services of Ukraine.
If the mopping-up operations go slowly, we plan to send the compromising printed, audio, and video materials to the largest media of Russia, Ukraine, and the EU. The materials concern hundreds of law enforcement officials and businessmen.
Our objective is not to hamper the activity of corrupt power officials and their sponsors, not to control their capital, but to do away with corruption ultimately.
In this connection, we address you as a media representative, one of the fourth estate, and ask you to publish the information you received if you are concerned about the future of the nation. Even if the letter is published as curious information from some strange anonymous authors, it will help us avoid large-scale diversions with numerous victims designed to attract people’s attention to the problem…

The letter quite naturally caused great turmoil; some special service officers say that the explosive device discovered on Friday and the e-mail originate from the same source. An investigation is underway now. A department of the Ukraine Security Service in Kharkov already reported that retired Soviet KGB officers had no connection to the bomb in Kharkov. Kharkov police suppose that the explosive assembly might not have been made by professionals, because people can find necessary information on the Internet to make a bomb. It is reported that a secret ultimatum declared by the retired KGB retired expires on Wednesday. Kharkov police ask the people not to give way to panic.
