NATO is equipped with “empty” missiles

The NATO Secretary General Jens Stoltenberg claimed that NATO's system in Europe was created exclusively for the defensive purposes.
According to him, such system is just not adjusted to aggression.
"It should be noted that given its name the system we are building is a defensive one. Missiles we use to down advancing rockets, contain no explosives, they just down the targets. In other words, we would not be able to use them for an attack, even if we wanted to," Stoltenberg claimed.
The NATO Secretary General added that the system is not aimed at Russia. "Geography, physics makes it impossible for this system to down Russian intercontinental ballistic missiles. There are few interceptors and they are deployed either too far away in the south, or too close to Russia to carry it out," Stoltenberg believes.
