US to kick Russians out from Cuba?

Marco Rubio, the US presidential candidate from the Republican party calls to "kick out the Russians" from Cuba.

It should be done in order to normalize relations with the United States. Marco Rubio offers Cuba to  sever all the relations with Russia, China, and North Korea. According to the US presidential candidate, to have a good deal with America, Havana should carry out "free elections, stop putting people in jail for speaking out, kick out the Russians from Lourdes, and kick out the Chinese listening stations, as well as stop helping North Korea evade U.N. sanctions".

However, Marco Rubio did not say what should be done by the US itself.
