Japan's plan comes in response to moves by the United Nations toward resuming peacekeeping activities in East Timor, Kyodo News agency reported, citing unidentified government sources, the AP reports.

Tokyo is most likely to send civilian police and not Self-Defense Forces personnel, who completed a two-year mission to East Timor in 2004, the report said.
