The position was established to oversee implementation of the 1995 Dayton Peace Agreement that ended Bosnia's 1992-95 war. The high representative has the right to intervene in disputes and fire government officials as high as the president if necessary to ensure the accord is followed.

Schwarz-Schilling, who has held the position since February, will remain in Bosnia as an EU special representative, the AP reports.
