British Foreign Secretary &to=http:// english.pravda.ru/main/2002/08/23/35082.html ' target=_blank>Jack Straw is expected to postpone a referendum on the new European Union, following a rejection by voters in France and the Netherlands.
Straw is due to address the British parliament at 1415 GMT on Monday.
Political analysts believe the decision signals the death knell for the charter, according to Reuters.
"I will be amazed if Straw doesn't explicitly or implicitly make it clear that Britain will not go ahead with the referendum plans," Anthony King, professor of politics at Essex University.
