Armenia's plans to participate in NATO military training in Azerbaijan

Armenia is aiming to participate in the Cooperative Best Effort-2004 military exercises which are a part of the NATO programme Partnership for peace and which will take place in Azerbaijan next year. Director of Foreign Policy at the Armenian Defense Ministry Mikhael Melkonian announced on August 28 that the Armenian government had already made the decision to take part.

Azerbaijan does not want Armenia to participate in NATO training on Azerbaijani territory. Commenting on the reaction of Baku, Mr Melkonian said that Azerbaijan must change its attitude otherwise the military exercises may be held in another country. He added that this question would be resolved over the next two months.

Cooperative Best Effort-2003 exercises took place in Armenia in June but Azerbaijan boycotted the event.
