Russia will take part in the conference of heads of European parliaments

Aleksander Torshin, deputy head of the Federation Council, the upper house of the Russian parliament, stated that it is necessary not only to fight against international terrorism but to "actively promote preventive measures against that event." According to Torshin, this will be the essence of the "Russian doctrine" at the forthcoming international conference of chairmen of parliaments of European states which will be held in Zagreb (Croatia) from the 9th to 11th of May. Torshin is of the opinion that presently "it is especially important to prevent the development of the practice of terrorism and to counter it at early stages." According to him, in this respect the forthcoming conference of parliamentarians in Zagreb was designed to become "not a one-off campaign but permanent activity requiring consolidation of forces of the whole global community, including national parliamentary forces."
