Russia Calling For Comprehensive Nuclear Test Ban Treaty Ratification

Russia is calling the countries which have not yet signed or ratified the Comprehensive Nuclear Test Ban Treaty - primarily those who the treaty's coming into force depends on - to do that as soon as possible. This is what Igor Sergeyev, the Russian president's aide on strategic stability, said as addressing the second conference for the promotion of the CTBT. It is "the call of time" to promote soonest ratification of the Treaty, Sergeyev emphasized. "We are calling all the countries signatories to the CTBT not to violate the spirit and letter of the Treaty within the period until it comes into force," he said. Critics, he recalled, often claim it impossible to maintain safety of nuclear arsenals without tests. Sergeyev, however, pointed to Russia as an example testifying to the contrary. Modern-day science and technology can provide safety of nuclear arsenals. "I am asserting it as a person who has for a few decades been dealing with nuclear arms and nuclear arms tests," said the marshal. Some of the countries do not ratify the CTBT saying the control regime has not yet been fully worked out, others cite impossibility to control the tests, noted Sergeyev. However, unprecedented international control patterns and available monitoring technologies make it impossible to conceal any violations whatsoever of the treaty, Sergeyev said emphatically.
