It is necessary to establish a legal basis for anti-terror efforts through the United Nations, Igor Ivanov, Russia's Minister of Foreign Affairs, said to newsmen after President Vladimir Putin addressed top-notch US political and community activists and businessmen. UN-accepted norms must be accepted at home by all countries, stressed the minister. At present, the United Nations has adopted twelve international conventions on anti-terror action. It is now analysing an India-drafted comprehensive anti-terror convention and a Russian draft of a convention on struggle against nuclear terrorism. Russia has signed all the twelve UN conventions, and ratified ten of them for today, added Mr. Ivanov. The United Nations has an ad hoc committee to monitor national legislative compliance with anti-terror conventions in UN member countries. Russia is actively working to adapt its laws to those instruments, said the Foreign Minister.
