Shanghai Cooperation Organisation Charter To Be Signed In June 2002

The heads of state are due to sign the Shanghai Cooperation Organization (SCO) Charter in St.Petersburg in June 2002, said Russian Foreign Ministry spokesman Alexander Yakovenko on the eve the SCO foreign ministers' conference to be held in Beijing on January 7th. According to him, the six SCO member-states (China, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan) "are concentrating their efforts on drafting this fundamental document." The SCO is not a closed-door bloc or alliance, therefore the Charter and other founding documents of the organisation are supposed to envisage a "maximally flexible and efficient mechanism for cooperation with other international organisations." Yakovenko also said that an agreement on the Regional Anti-Terrorist Structure to be signed together with the Charter is being currently drafted. They must be followed by about two dozens of documents which will regulate cooperation in different avenues along with functioning of the SCO mechanisms, the diplomat said.
